A case for extending funding to all higher education providers

It is not instinctive to argue for extra competition, so it is no surprise that universities are moderate in their response to the proposal to extend standard Commonwealth funding to other higher education providers.
In recommending the demand driven system in 2008 the Bradley Committee argued that it should apply initially to the then funded universities and then, once shown to work, other interested providers. As I said then, if universities make the system work then they will also lay the basis for other providers to have access. Kemp-Norton have taken up the Bradley position.
